Freezing occurs when the molecules of a liquid slow down enough that their attractions cause them to arrange themselves into fixed positions as a solid. So basically all the little molecules that were buzzing around in the liquid, slowed down as the water turned to ice

On the other hand, when this water starts to freeze then its molecules will gain potential energy. As a result, molecules have come closer to each other and thus, there will be increase in force of attraction between them.

Thus, we can conclude that when water turns to ice then kinetic energy changes into potential energy.
