You have 2 independet events, so the probability for both occurs you need to multiply the probability of the first event by the probability of second event:
=2/3*1/2 = 1/3 = 0.33
In this case 2/3 is the probability of getting no Red in the spinner 1 because you have 3 colours but two of them are not Red. And 1/2 is the probability of getting number 2 in the second spinner because you have just just two number and just one of them is the "2".
