a=# of packs of chewing gum (7) b=# of bottles of water

0.75a + 1.25b _<_ 22 (substitute for a and b)
0.75(7) +1.25b _<_ 22

the sign is < because the total amount of the money she spends has to be less or equal to $22

The answer is D.
