I believe the answer is"

- "the bill is reviewed by a committee made up of both Democrats and Republicans and "marked up" or amended to reflect the desires of the committee

During the mark up, The bill will be examined in terms of its budgeting along in whether the bill is violate any rules in the constitution.

- a bill travels a long road through subcommittees and hearings before it is even introduced on the House floor

Currently, there is no clear specification regarding how much time needed for this process. But at least the congress need to obtain 3/5 votes to put correction date on the calendar.
