2y = 3x - 16
y = 3/2x - 16/3 slope = 3/2
compare with y = -2/3x + 4 slope = -2/3

perpendicular has slopes that multiply to -1


the slopes
for
ax+by=c, slope is -a/b
y=mx+b, slope=m


3x-2y=16, slope=-3/-2=3/2
y=-2/3x+4, slope=-2/3

3/2≠-2/3, so not paralell
try multiplying them
-6/6=-1
perpendicular
