Why was it crucial to add the Bill of Rights to the US Constitution?
A. The state and federal governments would not have been able to coexist.
B. People were concerned that the government would infringe on individual freedoms.
C. Local governments were worried that they wouldn't have any power.

B is the best answer here. For example, the bill of rights guaranteed the right to bear arms. Without that right written out in the country's founding documents, many feared it would be taken away.
