you use the point slope formula
y-y1=m(x-x1)
y-14=2/3(x-3)
y-14=2/3x-2
+14 +14
y=2/3x+12

m=slope
paralell ines have same slope
y=2/3x-6
slope is 2/3
the equation of aline that passes through (x1,y1) and has a slope of m is
y-y1=m(x-x1)
given
(3,14) and slope is 2/3
y-14=2/3(x-3)
y-14=2/3x-2
y=2/3x+12
