What lessons did activists learn from the evolution of the civil rights movement between 1957-1961?

They learned that time had come for a serious civil rights bill

All previous civil rights bills failed miserably because they all had massive loopholes that were exploited by racist local and state governments and it was time to sit down and write a comprehensive bill that would prevent any type of segregation or disenfranchisement or anything similar that the racist people might want to do.
