Snell's law states that:
n1/n2 = (Sin Ф2)/(Sin Ф1)
Where n1 =1 , n2 = 1.46, Ф1 = 51°
Therefore,
Sin Ф2 = (Sin Ф1)/1.46 = (Sin 51) / 1.46 = 0.5323
Then,
Ф2 = Sin^-1 (0.5323) ≈ 32°
