3. The length of a rectangle is 3b + 2 and the width is 9b + 6. What is the ratio of its length to its width? Simplify your answer.

(3b+2)/(9b+6) = (3b+2)/(3(3b+2)) = (1)/(3)

Length : Width = 3b + 2 : 9b + 6

Take out common factor:
Length : Width = 3b + 2 : 3(3b + 2)

Divide by 2b + 2 on both sides:
Length : Width = 1 : 3

Answer: 1 : 3
