It would be 74.7%

Just do 100-25.3=74.7

Answer: =74.7%

Explanation:

Given: The percentage of residents in the neighborhood hire gardeners=25.3%

i.e. The probability of residents in the neighborhood hire gardeners=0.253

Let A denote the event of hiring gardeners.

Then
P(A)=0.253

We know that for any event A , the probability of not occuring the event A will be given by :-

\text{P(A')=1-P(A)}

\\\\\Rightarrow\text{P(A')}=1-0.253\\\\\Rightarrow\ \text{P(A')}=0.747=74.7%

Hence, the probability that that someone in the neighborhood does not hire a gardener=74.7%
