The hot water will make sugar to dissolve faster, because in the hot water molecules move faster and diffusion goes faster.

Solubility is defined as ability of a solute to dissolve in the given amount of solvent. There are so many factor which affect the solubility of solute in a particular solvent, temperature is one of them.

The solubility of most of solids in liquid water increases with increase in temperature due to increase in kinetic energy of the molecules of solute and solvent. At high temperature, fast moving solvent molecules effectively attract with the solute molecules, breaking them apart, this increases the solubility of solute.

If a spoonful of sugar is added to hot and cold water, sugar in hot water dissolves more quickly due to high temperature as compared to cold water.

Therefore, hot water will cause the sugar to dissolve more quickly.
