It can't be A, for women's suffrage is a whole different subject.

It can't be B, because although they protested, non puritans weren't allowed to vote at first.

And it can't be D. The Mayflower Compact is something that happened years before.

So the only correct answer is C, He created a colonial legislature.

Which he did. Basically, he proposed that the freeman (which had to be puritans) would elect representation for lawmaking at the General Court, to act as a legislature.
