I believe the answer is: B.Make sure your students feel safe and secure in school

The needs for security and self actualization usually come after all basic needs are met (food, drinks, clothes, shelter)
Since most of these basic needs would most likely be fulfilled by their own perspective family, the things that you need provide outside their families would be the feeling of security and environment for self-actualizations.
