First of all, when listing things you always needs commas in between each item in the list--in this case, the presidents' names. Also, since the list of presidents serves as extra information and a dependent clause, it needs to be set off by commas. The sentence could read: The presidents in question deserve awards. Because the list is inserted in, it needs commas around it.
