Why might it be beneficial to regulate what species of plants and animals people are allowed to own in particular environments?

Why regulate and keep track of what animals and plants are owned in certain parts of the world? How is that beneficial to the owners? It isn't beneficial to owners more as the species in which one was to own. So, if it is not beneficial to us, who is it beneficial to and why have it? Well, the animal and plants are kind of a very important part of it and, well, look at dogs. They used to live in the wild, as humans domesticated them they lost most of their abilities to live on their own. They used to be able to consume raw meat and other things, now they cant. The regulations and rules to animal and plants is so that basically we don't domesticate the whole world. I hope this answers your question. Have a good one. :D

These snails reproduced and spread throughout the Brazilian territory spreading diseases and consuming crops.
