The airport regulates the landing and take off of airplanes by calculating many factors that will affect the safe landing of the airplane.
Some of these factors are the size of the aircraft, the distance of the flight from the airport that will help them to decide whether other airport options are available, the availability of runways etc.
The altitude of the flight is also taken into consideration since an airplane that is at an higher altitude cannot make a safe landing unless it reduces its altitude to the required level to do a safe landing.
Hence the options A, C and D are valid considerations while the option B which says the weight of the airplane without passengers is least applicable.
