Based on J.R's results, the experimental probability of tossing heads is 40%. This is less than the theoretical probability of tossing heads with a coin.

Experimental probability refers to the results found in an actual trial or 'experiment'. So here he tossed 40 heads out of 100 tosses so this would be 40%. Theoretically you have a 50% chance of tossing heads or tails, therefor the experimental probability is less than the theoretical probability.
