Cellular respiration is a chemical reaction that turns food into energy. The food that mostly used by the organism is carbohydrate. The breakdown of carbohydrate needs oxygen to maximize energy produced.
Cellular respiration will create carbon dioxide and water as the side product. Photosynthesis and respiration happen in the living organism.

The question is asking the movement of carbon molecule between seawater(liquid) and air(gas). Gas like carbon dioxide or oxygen can move from the water into the air by diffusion. This allows the seawater organism to utilize oxygen and carbon that vital for its life.
