To find greatest number of bouquets we need to find GCF

We find GCF for 21 and 28

The factors of 21 are : 1, 3, 7, 21

The factors of 28 are : 1, 2, 4, 7, 14, 28

1 and 7 are the common factors between 21 and 28.

From the factors , the greatest common factor is 7.

He could make 7 number of bouquets.
