Just divide the amount of cloth Josie has with the amount she needs for each blouse:
20/2.5 = 8
Josie can make exactly 8 long-sleeved blouses.

Hi there!
To some this problem, we need to divide the y total amount of cloth she has with the amount of cloth she needs per blouse.
20 ÷ 2.5 = 8
So, the answer is 8 blouses.
