i believe its either A or C. Im thinking A more than C though

I believe it is B. It shouldn't be A or C cause in George Washington's farewell address he urged Americans to avoid political parties. Now that your in between B and D, you can cross D out because he did mention political parties in his farewell address. So your left with B.
