Since you're told that the airfare cost is 737 we know that this is a number that will not be varied in any way and that this number will be added to the number of nights that he pays for to stay at a hotel. We are also told that the cost per night is 164 and that x represents the number of nights that he stays. We can then have the following


y = 164x + 737

for the second package we are told that it cost 249 for the round trip and 531 per night at a hotel. Moreover, once again x represents the number of nights that he will be staying at the hotel, giving the equation


y = 531x + 249

therefore, option C is the correct answer.
