One of the many ways workers who are constantly working to try and survive starvation could be to get the attention of others, and they could protest for the government to fix wages. If the move attracts enough attention, many more civilians will join in as low wages are not enough for anyone to survive anymore, maybe make it paycheck to paycheck. It could catch the attention of leaders either in their states, or even our government. Additionally, catching attention from the media would help spread the word, and there could be a higher chance of the government making a move.

There are numerous ways. They mostly need to attract the attention of the media in order to show how the government policies need to be changed. People empathize with those in trouble so if they start striking and attract the attention of the media they can get the people to join them and support them and the government would change the legislature.
