This inequality has the form y < mx + b. Here, m = -3 and b = +1.
Because of the inequality sign pointing to the left, we must eliminate the first two possibilities. Because of the inequality sign being <, we must eliminate the third graph, because the line is a solid one. Answer is the fourth graph.
