First of all write the molar masses of Gases,

Molar Mass of Cl₂ = 71 g/mol

Molar Mass of Ethane = 30 g/mol

According to Graham's Law of Diffusion,


(Rate of diffusion of Light Gas)/(Rate of Diffusion of Heavy Gas) =
√(M.mass of Heavy / M.mass of Light)


(Rate of diffusion of Light Gas)/(Rate of Diffusion of Heavy Gas) =
√(71 g/mol / 30 g/mol)


(Rate of diffusion of Light Gas)/(Rate of Diffusion of Heavy Gas) =
√(2.366)


(Rate of diffusion of Light Gas)/(Rate of Diffusion of Heavy Gas) = 1.53

Result:
So, Ethane gas will diffuse or move 1.53 time faster than Chlorine gas.
