A--the use of republican forms of government. Liberalism during the 19th century aimed at reforming government to give people more say.

Though eventually liberalism will aim to give all the vote, most liberal thinkers of the 19th century would not have struggled with the notion of giving everyone the right to vote. Race and gender would come later in the century and in the early 20th century.
