i think the answer is B.

145/500=28/100
100*310=31000
28*310=8680
145/500=8680/31000

the question says which is MOST likely which gives me the impression that there will not be an exact match in the answers. apologies if its wrong.

Answer:

Correct option is:

B. 8990

Explanation:

145 out of 500 people said they were vegetarians

That means ratio of vegetarians to total population=145/500

= 29/100

So, most likely out of the total population also the ratio of vegetarians to total population will be 29/100

Hence, number of vegetarians most likely are:

(29)/(100)* 31000

=8990

Hence, the correct option is:

B. 8990
