3 1/2 ft = 3.5 ft
1 ft = 12 inches
3.5 ft = 3.5 * 1 ft = 3.5 * 12 inches = 42 inches
3 1/2 ft = 42 inches
All boxes must measure less tan 42 inches.
Only choice C has three measurements that are less than 42 inches.
Answer: C.
