Unlike planned or parts of a system that all work together to prepare or prevent something, recidivism isn’t something you can prevent or test to see if it works. It’s an individual choice one makes when there are no other choices to prevent imminent death, when at least one choice is available.

If an individual who had the choice between being a provider for her/his family, standing tall and respected in the community (or society) without breaking the law, or breaking the law to satisfy those basic of all human needs, which direction would take priority?

On the other hand, if an individual has no desire to provide nor seek to earn respect, the crimes they continually commit are more like acts of a mentally ill or emotionally unstable person.

e.g., a person suffering from a case of extreme narcistic syndrome-disorder, life is all about feeding a delusion of the mind, not feeding the family nor earning respect, and to feed such sickness anything goes, even murder; and there is not preventing that, only accepting it in a way that protect normal people.
