The correct answer is
d. overcome senate filibusters.
Filibusters are politicians who debate and talk so much on something that they use all the allotted time and the bill is then either delayed or eventually after enough filibustering it's not even passed. There were many filibusters from the south and he had to introduce an act to reduce filibustering in order to get the civil rights act passed.
