Tom sold 0.60*90 = 54 cookies.
Scott sold (2/3)*150 = 100 cookies.
Dawn sold 46 cookies.
Altogether, 54 +100 +46 = 200 cookies were sold.
Dawn sold 46/200 = 23/100 = 23% of the cookies sold.
