The places were there's heavy precipitation do have reduced salinity on the surface waters. The heavy rainfall through out the year, reduced the salinity on the surface of the water by little, as well as occasionally creating 'pools' of fresh water on the surface of the oceans or seas. So the statement is TRUE.
