for both figures to be similar, their corresponding sides must be at the same ratio all around and, their angles interior and exterior ones must be congruent.

the angles at F and H is 119°, meaning the angles at G and E is 360° - 119° or 241°, because a quadrilateral has a total of 360° for interior angles.

now, the angles at A, B, C or D, none of them match any of those, thus, no dice.

I would say no because they don't have some of the same degrees
