lest assume Length=y and Width=x
y=2x
p=2(x+y)
86=2(x+2x)
86/2= 3x
Now we know that x has been decreased by 5
therefore we replace x by x-5
43=3(x-5)
43=3x-15
58=3x
x=19.3
if the width is 19.3
the length is 38.6
