B) The climate and landscape in Texas were the best fit
The state of Texas had landscape that were adaptable to the many races of POWs at the time. There was a mix of races from Japanese, German, Latin Americans and some native Americans. Texas provided a diverse landscape that was adaptable to all of these races.
