Location 1.

Oceans have very high salinity (salt content), as they are salt water. Rivers are considered fresh water, which means they have low salinity. The water where a river and ocean means is a mix between the two salinity levels, so it makes sense that it would have a much lower salinity than other parts of the same ocean.
