Line B has slope m = (-3/2-0)/(4-0) = -3/8. The given point is the y-intercept (b = 7), so your equation is
y = mx +b . . . . . . . don't confuse the intercept variable (b) with the name of the line (here I called it B)
y = (-3/8)x +7
