If a line is parallel to the line
the slope is equal to the slope of the line above. The slope of the line above is 5 (the number in front of the x represents the slope). Therefore the slope of a line that is parallel to the line above is 5.

If a line is parallel to another line, the slope stays the same but the y intercept changes. For that line, 5 is the slope and 3 is the y intercept.
So, 5 would be the slope for a line that is parallel to y=5x+3.
