Quality lies in the eyes of the beholder is a user-based definition of quality. In other words, the person purchasing the product will decide the quality it has to them. If they value the product on how it is made and built, they likely will say the quality is great, if they do not like how the product functions, they may determine the quality to be bad. This means the user is deciding the quality that is defined within the product.

The answer is B- user-based definition of quality.
Of course, us consumers expects that the products we buy will have a high quality, for better performance and good features/ specs. We want our products to have high quality in order to avoid defects that will cost us more.
