To what extent was wilson's foreign policy toward latin american countries neutral?

Initially, American government gave a promise to government of Latin America the freedom to conducted their own government and would not be involved in conflicts that happened in their countries.
but along the line, Wilson decided to end the neutrality for the first time during the Haitian revolution.
