European monarchies had increase their power and their resources and could focus beyond their borders, Europeans had also reach a level of technology that enabled them to make regular voyages beyond Europe. Europeans were less interested in the Church and more interested and curious about secular and worldly matters, it causing them to want to explore.
I don't know about the settlement of the new world but I wrote factors of the european renaissance that prompted and promoted the exploration.
