Well, probably because their equivalent equations??? Idk, I'm in Middle School but probably that's the answer???

If you put a decimal place 2 places to the left of 4, you get 0.04. The same is with 360 and 3.6. Put a decimal two places to the left of 360, you get 3.6. That is why.
