Answer: No, this is not a function.

Functions exist when there are a unique set of x-values and each can match with a y-value. There cannot be a repeating x-value because this creates a discontinuity in the graph. You can have as many repeating y-values as you’d like as long as they each have a unique x-value and are not duplicate plot points.

Since x = 7 repeats in the domain of x-values, this cannot be a function.
