The Great Council could approve taxes proposed by the monarch.

The Magna Charta was signed by King John in order to prevent the Revolts from the English Nobles.
The document allowed the formation of the Parliament consisted of the Nobles, Knights, and Churches in order to control and balance the King's power.
Later on, this system become the basis of modern-day government system in western civilization.
