Answer:

rubbing them together made the charges be opposite because we know that opposite charges attract so that means since they used to be that charge then rubbing them together take their charges stick on to each other ok so since the balloon used to positive charge then the negative charge of the cloth made the positive charges of the balloon go to the cloth thus it made the charges opposite
