Well, Alexander Hamilton suggested the creation of a national bank. Many Democratic-Republicans called it unconstitutional. However, Washington approved the creation of it. That may not be the answer you’re looking for, but the precedent Washington created in the federal government were : The title:Mr.President, cabinet, and the two term limits.
