reflection over the x-axis means that you're looking at -f(x) whereas reflection over the y-axis would consider f(-x).
Looking at the table:
-f(-1) = -√-1 is undefined
-f(0) = 0
-f(1) = -√1 = -1
-f(4) = -√4 = -2
That's the top table!
