I believe the answer is age 10 commits first crime and by 18 have lengthy record.

The first crimes that they commit on the first time usually very petty but they're able to get away with it. (such as stealing eraser or other children's lunch money). This tendency tend to develop over time because they personally believe that they still could get away if they do other crimes with higher magnitude.
