We can find the value of a with ratio of tan.
tan angle = the side in front of angle / the side adjacent to the angle

No need to look at the other parts, just focus on the part when altitude is increasing (the left side of the image)
tan 9° = 12/a
a = 12 / tan 9°
a = 12 / 0.1583
a = 75.8

The answer is d. 75.8 km
